Before the colony can be admitted to membership of the Solar Union, it must first have a united world government. The problem is that none of the seven states can agree on who should be in charge. Alas, the descendants of the hippies have abandoned their peace loving ways, and now have a plentiful supply of tanks. Technologically, the planet has reached the equivalent of old Earth mid-20th century, but is yet to develop nuclear power.
